Indian Overseas Bank 1500 Probationary Officers Recruitment

Indian Overseas Bank (IOB) was established in 1937 by Shri M Ct M Chidambaram Chettyar to encourage overseas banking and foreign exchange operations. The bank is based in Chennai (Madras) with 2555 domestic branches and six branches overseas. Eligibility Criteria

Final selection will be made on the basis of aggregate marks obtained by the candidates in the  Common Written Examination (CWE) conducted by IBPS in Sept / Nov 2011 & Interview and will be strictly according to the merit ranking.

Union Budget 2012-13: Sector Based Allocation

Union Finance Minister Pranab Mukharjee presented the annual budget for the fiscal year 2012-13 in the parliament on 16 March 2012.
The Union Minister of Finance came up with an increased budgetary allocation for various sectors including agriculture, rural development, defence etc. While, the Plan Outlay for Department of Agriculture and Co-operation increased by 18 percent, the target for agricultural credit raised by 100000 crore rupees to 575000 crore rupees. Budgetary allocation for rural drinking water and sanitation received a hike of over 27 per cent. Flagship programmes like Right to Education-Sarva Shiksha Abhiyan received an increase of 21.7 per cent in the budgetary allocation.

Some of the major allocations made for different sectors of economy are as follows:


Agriculture and Allied Activities
• Budgetary allocation for agriculture and allied activities 2012-13 increased by 18%
• 9217 crore rupees allocated for Rashtriya Krishi Vikas Yojana.
• 1000 crore rupees for Bringing Green Revolution to Eastern India (BGREI) project
• 300 crore rupees to Vidarbha Intensified Irrigation Development Programme under RKVY.
• 200 crore rupees allocated for incentivising research with rewards
• 14242 crore rupees allocated for Accelerated Irrigation Benefit Programme (AIBP)
• 500 crore rupees provided to broaden scope of production of fish to coastal aquaculture

Rural Development

Union Budget 2012-13: Highlights

Union Finance Minister Pranab Mukherjee on 16 March 2012, tabled the union budget in the parliament for the financial year 2012-13. Mukharjee, who presented the fourth annual budget after he took over as the finance minister in 2008, seemed to focus on the recovery of the domestic economy.

The budget 2012-13 aims at achieving the rapid growth for the economy which remained on a downward spiral all through the fiscal year 2011-12. Finance Minister in the budget paid due attention on developing the conditions for economic growth. The budget estimated the Indian economy to grow at 7.6% in the fiscal year 2012-13.

Given below are the highlights of the budget 2012-13:

•    Total expenditure in 2012-13 seen at 14.9 trillion rupees, up 29 percent
•    Plan expenditure budgeted at 521.25 billion rupees in 2012-13, up 18 percent
•    Economy expected to grow at 7.6 percent in 2012-13, plus or minus 0.25 percent
•    Income-tax exemption limit raised to 2 lakh rupees from 180000 rupees
•    Fiscal deficit seen at 5.1 percent of GDP in 2012-13
•    Plan expenditure budgeted at 521.25 billion rupees in 2012-13, up 18 percent
•    Net market borrowing seen at 4.8 trillion rupees in 2012-13
•    Proposes to raise service tax rate to 12 percent from 10 percent
•    Gross tax receipts seen at 10.8 trillion rupees in 2012-13
•    Non-tax revenue seen at 1.64 trillion rupees in 2012-13
•    Proposes to levy tax on all services except 17 items in the negative list from 2012-13
•    No change in corporate tax rates
•    Allow external commercial borrowing of up to 1 billion dollar to raise working capital for airlines industry for 1 year
•    To allow qualified foreign investors in Indian corporate debt markets
•    To allow external commercial borrowing to part finance rupee debt in power projects
•    Allocates 1.94 trillion rupees for defence in 2012-13, up from 1.64 trillion rupees in previous year
•    To award contracts to build 8800 km of roads in 2012-13
•    15888 crore rupees to be provided for capitalization of public sector banks and financial institutions
•    Investment in 12th Plan in infrastructure to go upto 5000000 crore rupees; half of this is expected from private sector

Budget Estimates 2012-13

Union Finance Minister Pranab Mukharjee presented the union budget 2012-13 in the parliament on 16 March 2012. The minister in his budget speech, projected the economic growth for 2012-13 to be 7.6%.

While the total tax receipts for fiscal year 2012-13 is estimated to be 1077612 crore rupees, the total budgetary expenditure is projected to be 1490925 crore rupees. Budgetary allocations for various sectors including education, health, agriculture, defence also received a reasonable hike.

     The highlights of Budget Estimates 2012-13 are presented below:

•    Gross Tax Receipts estimated at 1077612 crore rupees.
•    Net Tax to Centre estimated at 771071 crore rupees.
•    Non-tax Revenue Receipts estimated at 164614 crore rupees.
•    Non-debt Capital Receipts estimated at 41650 crore rupees.
•    Temporary arrangement to use disinvestment proceeds for capital expenditure in social sector schemes extended for one more year.
•    Total expenditure for 2012-13 budgeted at 1490925 crore rupees.
•    Plan expenditure for 2012-13 at 521025 crore rupees is 18 per cent higher than Budget Estimate of 2011-12. 99 per cent of the total plan outlay met in the Eleventh Plan.
•    Non-plan expenditure estimated at 969900 crore rupees.
•    365216 crore rupees estimated to be transferred to States.
•    Fiscal deficit at 5.1 per cent of GDP in Budget Estimate 2012-13.
•    Net market borrowing required to finance the deficit to be 4.79 lakh crore rupees in 2012-13.
•    Central Government debt at 45.5 per cent of GDP in 2012-13 as compared to Thirteenth Finance Commission target of 50.5 per cent.
•    Effective Revenue Deficit to be 1.8 per cent of GDP in 2012-13.

Company secretary course and prospects

A Company Secretary is a professional like a Doctor, Engineer or Chartered Accountant.The major role of a Company Secretary is to ensure that whether the Company complies with all applicable laws and endeavours. A  Company Secretary is also required to give expert advice to companies  on matters of Company Law, FEMA, Corporate Tax and issue of shares. For that reason a Company Secretary  is having a high esteem within and outside the organizations.
As per the Companies Act , a company with minimum paid up capital of  Rs. 5 crores or more is required to appoint  a whole time Company Secretary . The Company Secretary so appointed will be a noteable personnel in the company. The Company Secretary plays a vital role in announcing meetings of the board of directors and share holders and implementing decisions made in the meetings. Moreover , the Company Secretary acts as  a vital link between the board of directors , shareholders and government and the general public.
In modern age, Company Secretary means a person having superior authority and act as a link in coordinating all the factors in an organization.  Being a professional , all the members in an organization keeps an eye watch on him for his advices and suggestions .
Institute of Company Secretary
The Institute of Company Secretaries of India was established in the year 1980 under an act of Parliament. Before the Act, the institute was an organization established under Section 25 of the Companies Act . With the implementation of the Company Secretaries Act , 1960, the  Institute became the ultimate authority to develop and regulate the profession. The Institute is headquartered in New Delhi with four regional offices in  Delhi , Calcutta, Mumbai and Chennai.
The Institute also has more than 70 chapters in different cities . In Kerala, the chapter offices are at Trivandrum , Ernakulam, Trissur, Palakkad and Kozhikode. This institute conducts the company secretary exams in 3 stages – Foundation, Executive and Professional. The membership in the Institute (ACS) can be gained after passing the examination and completing the requisite practical training . The course can be pursued by non-graduates, employees, women and those who are pursuing other courses.
The content of the course
The examination conducted by the Institute should be passed to become a Company Secretary . A smart candidate can pass the examination within three years. The exams are conducted in three stages: (1) Foundation (2) Executive (3) Professional. A candidate with Plus Two or equal qualification can join the foundation course at any time. The candidates registered before March 31 can write the exams in December and those registering before September 30 can write the exams in June next year. Plus Two candidates can pursue the course by applying for temporary registration. But the exams should be passed within 6 months from the date of registration and the evidence should be provided to the Institute.The subjects are Business Law, Management, Accountancy and Economics. In order to pass the exam 40% marks in each subject and 50% aggregate should be obtained.
After completing the Foundation, the second stage ie; Executive Programme can be pursued. Graduates, non graduates and those who have completed the final of Chartered Accountant and Cost Accountant can register as a student at any time without writing foundation exam and minimum mark stipulations. But non Commerce graduates and post graduates will have to successfully complete the Foundation course subjects by oral or postal tuition. Candidates registered before 31st August 2010 and can write all the subjects of Executive Programme in June 2011. The subjects in this stage are General laws, Taxation, Accountancy, Company law, Economic Law and Labour law. After passing these exams, the candidate can pursue Professional programme. The requisite practical training insisted by the Institute should be completed along with this.
Job Opportunities
The question as to which is the professional course where the job opportunities are high. The answer is Company Secretary course. The Company Secretaries are in demand even during recession. The reason for this is the ever expanding companies and shortage of Company Secretaries. In India , there are about 10 lakh companies but the company secretaries are below 20000. This itself shows the job opportunity for company secretaries. Big corporates are offering lakhs of  rupees as salary for candidates who have passed the course and completed requisite practical training .
 
The job opportunities for company secretaries are still very high . The company secretaries are considered in various superior designations in the central government. The Indian Bankers Association motivates the candidates who have passed the Company Secretaryship by promoting to office cadre in addition to increment. Moreover various central government and state government organizations are appointing company secretaries. Universities and educational institutions appoint company secretaries as professors and directors. In addition to the position as a Company Secretary, he also acts as a member of Director Board , Vice President or CEO in some companies.
Area of Practice
Candidates who have passed company secretary course can practise independently by obtaining certificate of practice from the institute . As per the Companies Act , a company with paid up capital of 10 lakhs to 5 crores is compulsorily required to conduct compliance audit  every year by a practicing Company Secretary. Through this audit, the Company Secretary has to verify whether the company complies with all legal provisions or not. The documents to be filed by a company to the central government as per law are to be certified by a practising professional . Moreover a Company Secretary is considered as an expert in Foreign Exchange Laws, SEBI Laws, Labour laws, Pollution Control Laws, Banking, Insurance, International Laws, Corporate Taxation etc.
The practising area of the company secretaries will further strengthen with the passing of the Companies bill which is under consideration of the Parliament.

Bioinformatics: A Gentle Overview

At one city in France the  great Louis Pasteur (1822-1895) was studying how fermentation of alcohol was  linked to the existence of a specific microorganism. In another city in England, equally great Charles Babbage (1791-1871) was oiling his Analytical Engine in which Ada Lovelace, a mathematician who understood Babbage's vision, was trying to  calculate the Bernoulli numbers. These gentlemen are today hailed as father of biotechnology and father of computers respectively. Did Pasteur and Babbage ever meet ? They had about 25 years to do so, and were less than 1000 Km apart. We do not know if they ever met, but had they met, they possibly would not have talked to each other ! If I may be pardoned for a politically incorrect pun, remember that Pasteur was French and Babbage was British !. Anyway, what do they have in common to talk, other than the weather? What is there in common between the gear  wheels that were turning away in an attempt to crunch numbers and the microbes playing mysterious role in fermenting alcohol ?  
Is this true today ? Not a bit, not even as much as a bacteria. It seems imminent, if  not already true, that Biology and Computers are becoming close cousins which are mutually respecting, helping and influencing each other and synergistically merging,  more than ever. The flood of data from Biology, mainly in the form of DNA, RNA and  Protein sequences, is putting heavy demand on computers and computational  scientists. At the same time, it is demanding a transformation of basic ethos of  biological sciences. A common misconception is that bio-informatics is about  creating and managing bio-data bases. Nothing would be farther from the truth. Fine  analytical and engineering skills are in great demand in the area, as seen by vigorous  attempts of machine-learning on the protein folding and gene-finding problems. The great Donald Kunth, renowned Stanford computer science professor, is quoted  often for pointing out that biology has 500 years of exciting problems to work on. He feels that biology is "so digital, and incredibly complicated, but incredibly useful"(Computer Literacy Interview with Donald Knuth by Dan Doernberg, December  1993). However, there are still some spokes in the wheel for the grand union  between two great sciences and their offshoot technologies. Due to the  estrangement which existed for many decades, professionals from both the fields  have a lot to do in terms of fine tuning their communication. Skepticism from  puritans in both fields towards the claim of Bioinformatics as an independent field  also needs convincing answers.  
Many universities world over have started teaching and research in the area. Journals are plenty and so are conferences and professional meetings. As the disciplines of  bioinformatics and computational biology are gaining prominence day by day, an industry is also emerging fast on their shoulders, estimated at $1.82 billion in 2007.  Bioinformatics has taken on a new glitter by entering the field of drug discovery in a  big way. This is one area that seems to be becoming the single largest. bioinformatics application, from an Industry view point. In India, it has a  special relevance in the context of the recent patent amendment that has brought in  product patents.  
There has been a green-shift in all prominent technology publications. IEEE, the world's biggest professional society of technologists,  has prominently adopted such a shift. I did a quick check. If you use the key word "biology" and search the IEEE Digital Library limiting the year of search, you get the following hits for the years indicated in brackets: 13 (1975), 40(1985), 3484 (1990),  9617 (1995), 16233 (2000) and 27526 (2006). I did this on 26 November 2006, among the 14,32,467 documents in the data base. About 2% documents have been greened! One of the latest additions to the prestigious IEEE Transactions series is  IEEE & ACM Transactions on Computational Biology and Bioinformatics. It may be  noted that biological motivation has a long history in the computer field, in the form  of artificial neural networks, genetic algorithms, to the recent ant-colony optimization  techniques. Applications of computers in biology were mostly in the bio-medical field, in early days. One new facet that has emerged with Bioinformatics, is the focus  on sub-cellular and molecular levels of Biology. Systems biology promises great  growth in modeling cellular life, using conventional engineering approach, as already pointed to by projects such as e-Cell.  
I will attempt to give the  big picture of Bioinformatics by presenting  basic ideas in minimal technical vocabulary, aimed specifically at IT community. I do not have  anything against life scientists attempting to read this and I think it could be useful in patches to   them also. They are however likely to be uncomfortable with my bio-wisdom.  
Bioinformatics is the application of computer sciences and allied technologies to answer the questions of Biologists, about the mysteries of life. A mere application   of computers to solve any problem of a biologist would not merit a separate discipline. It looks as   if Bioinformatics is mainly concerned with problems involving data  emerging from within cells of living beings. It might be appropriate to say that Bioinformatics deal with application of computers in solving problems of molecular biology, in this context.   
 
What is difference between Bioinformatics and Computational Biology ?   This is a bit tricky. Both are "Computers + Biology". Difference is subtle but important. Bioinformatics = Biology + Computers whereas Computational Biology = Computers + Biology. In other words, biologists who specialize in use of computational tools and systems to answer problems of biology are bioinformaticians. Computer scientists, Mathematicians, Statisticians, and Engineers who specialize in developing theories, algorithms and techniques for such tools and systems are computational biologists. Arguably, there will be overlaps, but one can also identify some clear demarcations. I am yet to find a biologist who is at absolute ease in understanding, let alone developing a hidden Markov model, which is a machine learning paradigm used extensively in Bioinformatics.

National Eligibility Test


The National Educational Testing Bureau of University Grants Commission (UGC) conducts National Eligibility Test (NET) to determine eligibility for lectureship and for award of Junior Research Fellowship (JRF) for Indian nationals in order to ensure minimum standards for the entrants in the teaching profession and research. The Test is conducted in Humanities (including languages), Social Sciences, Forensic Science, Environmental Sciences, Computer Science and Applications and Electronic Science.
The Council of Scientific and Industrial Research (CSIR) conducts the UGC-CSIR NET for other Science subjects, namely, Life Sciences, Physical Sciences, Chemical Sciences, Mathematical Sciences and Earth Atmospheric Ocean & Planetary Sciences jointly with the UGC. The tests are conducted twice in a year generally in the months of June and December. For candidates who desire to pursue research, the Junior Research Fellowship (JRF) is available for five years subject to fulfillment of certain conditions. UGC has allocated a number of fellowships to the universities for the candidates who qualify the test for JRF. The JRFs are awarded to the meritorious candidates from among the candidates qualifiying for eligibility for lectureship in the NET. JRFs are available only to the candidates who opt for it in their application forms.
The test for Junior Research Fellowship is being conducted since 1984. The Government of India, through its notification dated 22nd July, 1988 entrusted the task of conducting the eligibility test for lectureship to UGC. Consequently, UGC conducted the first National Eligibility Test, common to both eligibility for Lectureship and Junior Research Fellowship in two parts, that is, in December 1989 and in March , 1990.
NET Schedule UGC conducts NET twice a year, i.e., in the months of June and December. The notifications announcing the June and December examinations are published in the months of March and September respectively in the weekly journal of nation-wide circulation, viz, Employment News.
N E T Results Declaration Schedule.
The result of June, UGC-NET is declared generally in the month of October. Similarly December, UGC-NET result is usually declared in the month of April. The UGC-NET results published in the Employment News are also available on UGC website.

The presentation ceremony will be followed by a weeklong festival of Music, Dance and Theatre featuring some of the recipients of the year, from 7-13 March 2012 at Kamani Auditorium and in Meghdoot Theatre Complex, Rabindra Bhavan, Copernicus Marg in New Delhi. 

The ‘Ustad Bismillah Khan Yuva Puraskar’ was instituted in the year 2006 by Sangeet Natak Akademi, the National Academy of Music, Dance and Drama, an autonomous body of Ministry of Culture, Government of India and apex institution of performing arts in the country. 

The Puraskar is meant to encourage outstanding young talents in diverse fields of performing arts and give them national recognition early in life so that they may work with greater commitment and dedication in life-long pursuit of their chosen art form. The Puraskar is given to performing artists below the age of 40 years as on 1st April of the year of the Puraskar, and covers music, dance, theatre, puppetry and other traditional, folk and tribal forms of performing arts. 

In the field of Music, eight artists namely Manjusha Sandeep Patil and Kaushiki Desikan for Hindustani Vocal Music; Suyog Kundalkar (Harmonium) and Ashutosh Upadhayay (Pakhawaj) --- Hindustani Instrumental Music; Savita Narasimhan (Carnatic Vocal Music); Embar Kannan (Violin) and G Guru Prasanna (Kanjira) --- Carnatic Instrumental Music; Alankar Singh for Other Major Traditions of Music – Gurbani Kirtan of Punjab received the Puraskar. 

In the field of Dance, eight artists namely Praveen Kumar (Bharatanatyam), Pallabi De (Kathak), M Amaljith (Kathakali), Yeleswarapu Srinivasulu (Kuchipudi), Arushi Mudgal (Odissi), Naren Barua (Sattriya), Madhu Nataraj (Creative & Experimental Dance) and Yogesh Gangani (Music for Dance –Tabla for Kathak) received the Puraskar. 

In the field of Theatre also eight artists namely Meeta Mishra and S Thaninleima Chanu for Direction; Anita Shabdeesh, Danish Iqbal, Dakshina Sharma and Pakija Begum for Acting; Rajesh K V (Lighting) for Allied Theatre Arts; Srikanth Natarajan for Major Traditions of Theatre – Bhagavata Mela of Tamil Nadu received the Puraskar. 

For their talent in Other Traditional/Folk/Tribal Dance/Music/Theatre and Puppetry, U Natarajan for Folk Dance (Tamil Nadu), Arti Kale Nagarkar for Lavani (Maharashtra), Ahongshangbam Priyarani Devi for Folk Music (Manipur), Fakira Khan for Folk Music (Rajasthan), Manzoor Ul Haq for Soofiyana Kalam (Jammu and Kashmir), Kajuram Salaam for Tribal Dance (Chhattisgarh), Mahmood Farooqui & Murtaza Danish Husaini (Joint Puraskar) for Dastangoi – Folk Narrative (Uttar Pradesh) and Hanumathu Rao for Tolu Bommalatta (Puppetry of Andhra Pradesh) have been selected for the Puraskar. 

59th National Film Awards for the Year 2011 Announced

The Prestigious 59th National Film Awards were announced in New Delhi in a joint Press Conference addressed by the Chairpersons of the three juries, Ms Rohini Hattangady  for feature films, Shri Ramesh Sharma for non- feature films and Ms. Vijaya Mulay for Best Writing on Cinema  category here today. Earlier, the Jury  Chairpersons submitted their report to Smt. Ambika Soni, Minister for Information & Broadcasting. Speaking on the occasion, the Minister lauded the efforts made by the jury members in selecting the different category of awardees. Such efforts, the Minister said had enabled the awards to achieve new heights in terms of enhanced participation in different categories and the prestige associated with such awards.

The top honour in the Feature Film category,  the Best Film  is shared by  films Deool (Marathi)  produced by Abhijeet Gholap & directed by Umesh Vinayak Kulkarni  and Byari ( Byari language) produced  by T.H. Althaf Hussain & directed by Suveeram.  The award carries Swarna Kamal and cash prize of Rs. 2,50,000/-.  In Non-feature film category  the top honour , Best Film goes to And We Play On (Hindi & English)directed and produced by Pramod Purswane .  The awards carries Swarna Kamal and Cash prize of Rs. 1,50,000/-.  In Best Writing on Cinema category the Swarna Kamal goes to the book titled R.D. Burman – The Man, The Music written by Anirudha Bhattacharjee & Balaji Vittal, published by Harper Collins IndiaWhereas Manoj Barpujari from Assam has been awarded Best Film Critic.

            In Feature Film category, five films have won three awards each. These Films are  The  Dirty Picture (Hindi), Balgandharva (Marathi),Anhe Ghorey Da Daan (Punjabi), Deool (Marathi)  & Ranjana Ami Ar Ashbo Na (Bengali).  Six films have won two awards each.  These are ChillarParty (Hindi),  Azhagarsamiyin Kuthirai (Tamil), Aaranyakandam (Tamil), Phijigee Mani (Manipuri) , Zindagi Na Milegi Dobara (Hindi) & Game (Hindi). 

            The  Best Actor award goes to Girish Kulkarni for film Deool (Marathi) and Best Actress to Vidya Balan for the film The Dirty Picture (Hindi). Azhagarsamiyin Kuthirai (Tamil) won the award for Wholesome Entertainment, Chillar Party (Hindi) won Best Children Film, Best Director to  Gurvinder Singh for Punjabi  film Anhe Ghorey Da Daan , Best Singer to Anand Bhate (Male)  for Marathi film Balgandharva andRoopa Ganguly (Female) for the Bengali film Abosheyshey .  Kumararaja Thiagarajan has won the Indira Gandhi Award for Best Debut film of a Director.

In the Non-Feature film category, three films have won two awards each.  The Film Tiger Dynasty has won the Best Environmental Film & Best Cinematography awards.  Awards for Best Direction and Best Editing have been taken away by the film There is Something in the Air.  FilmPanchakki has been awarded Best Short Fiction and Best Music Direction.
