  • Computer Literacy is essential. Candidates should possess a certificate in Computer Literacy
Note: Candidates who are awaiting their results of the qualifying examination OR who have not passed the qualifying examination on or before 1 July 2011 are not eligible.
Age Limit: Minimum 18 years and Maximum 28 years
Pay Scale: Rs 7200-400/3-8400-500/3-9900-600/4-12300-700/7-17200-1300/1-18500-800/1-19300 (20 Years) & other Allowances like DA, HRA etc., as per Bank Rules. The total starting emolument of a Clerical Cadre employee will be around Rs 13105 per month for Graduates inclusive of DA and other allowances at the current rate.
Application Fee: Application fee for General and OBC category candidates is Rs 500 and fee for SC/ ST/ PWD candidates is Rs 50.
Requisite application fee is to be paid at any of the branches of SYNDICATE BANK only, by means of a Payment Challan as per the format given on the Bank's website. Candidates applying for more than one State will be disqualified.
Selection Procedure: Candidates will be selected on the basis of Written Test and Personal Interview.

World's ‘lightest material' developed

Scientists have developed what they claim is the world's lightest material — a metal with a density of 0.9 mg/cc.
A team from the University of California, the California Institute of Technology and the HRL Laboratories says that the new material redefines the limits of lightweight materials because of its unique “micro-lattice” cellular architecture.
The scientists were able to make a material that consists of 99.99 per cent air by designing the 0.01 per cent solid at the nanometre, micron and millimetre scales, the latest issue ofSciencereported.
“The trick is to fabricate a lattice of interconnected hollow tubes with a wall thickness 1,000 times thinner than a human hair,” said lead scientist Tobias Schaedler of HRL.
The material's architecture allows unprecedented mechanical behaviour for a metal, including complete recovery from compression exceeding 50 per cent strain and high energy absorption, say the scientists.
“Materials actually get stronger as the dimensions are reduced to the nano-scale. Combine this with the possibility of tailoring the architecture of the micro-lattice and you have a unique cellular material,” team member Lorenzo Valdevit said.
Developed for the Defence Advanced Research Projects Agency, the novel material could be used for battery electrodes and acoustic, vibration or shock energy absorption, say the scientists.
William Carter, manager of the architected materials group at HRL, compared the new material to larger, more familiar edifices: “Modern buildings, exemplified by the Eiffel Tower or the Golden Gate Bridge, are incredibly light and weight-efficient by virtue of their architecture. We are revolutionising lightweight materials by bringing this concept to the nano and micro scales.”

Rajasthan Became the Only State in India to Implement Public Service Guarantee Act

The Rajasthan government implemented the Public Service Guarantee Act in the state on 14 November 2011. It came into force with an aim to provide public services in a time-bound manner. Rajasthan became the only state in India where the state government made a provision of the penalty imposed for failing to provide a service or for a delay. The penalty would be recovered from the salary of the concerned designated officer.

The Act covered 108 services of 15 major government departments, envisages a time-bound performance of duties by government officials and it possessed a provision of cash penalty for the offenders. The Public Service Guarantee Act included services pertaining to departments of Police, Finance, Energy, Medical, Traffic, Public Health Engineering, Food, Housing, Water Resources and Social Justice among others.

Provisions of Rajasthan Government Public Service Guarantee Act

•    As per the provisions of penalty, the competent appellate officer could impose a penalty which was set not be less than Rs 500 and not more than Rs 5,000. The appellate officer could also impose a penalty of Rs 250 per day on undue delay.

•    The stipulated time for clearance of appeals would vary from an hour in some cases to 24 hours; like in the case of appeals made with regard to post-mortem reports and goes up to 45 days; depending upon the service desired.

•    The time would be calculated from the day of the appeal submission.

•    The designated officer of the department may reject an application for a notified service, having recorded the reason in writing and informing the applicant.

•    A person whose application for a specific service or work is rejected for any reason would be entitled to approach the first appeal officer and thereafter the second appellate officer; with his grievances under the Act.

•    The officials are accountable to ensure that either the desired service is provided or explain the limitations for not providing it.

India Launches new Generation Strategic missile AGNI 4

India successfully test fired the most advanced long range missile system Agni-4 November 15 . The missile was launched from a Road Mobile System at 9.00 AM from Wheelers’ Island off the coast of Odisha. The missile followed its trajectory, in a text book fashion, attained a height of about 900 kms and reached the pre-designated target in the international waters of Bay of Bengal. All mission objectives were fully met. All the systems functioned perfectly till the end encountering the re-entry temperatures of more than 3000⁰C.

This missile is one of its kinds, proving many new technologies for the first time, and represents a quantum leap in terms of missile technology. The Missile is lighter in weight and has two stages of Solid Propulsion and a Payload with Re-entry heat shield. The Composite Rocket Motor which has been used for the first time has given excellent performance. The Missile System is equipped with modern and compact Avionics with Redundancy to provide high level of reliability. The indigenous Ring Laser Gyros based high accuracy INS (RINS) and Micro Navigation System (MINGS) complementing each other in redundant mode have been successfully flown in guidance mode for the first time. The high performance onboard computer with distributed Avionics architecture, high speed reliable communication bus and a full Digital Control System have controlled and guided the Missile to the target. The Missile reached the target with very high level of accuracy. Radars and electro-optical systems along the Coast of Odisha have tracked and monitored all the parameters of the Missile. Two Indian Naval ships located near the target witnessed the final event.

Defence Minister Shri A.K. Antony congratulated the DRDO team on its achievement. Dr Vijay Kumar Saraswat, Scientific Advisor to Raksha Mantri, Secretary, Department of Defence R&D and Director General DRDO, who witnessed the launch, congratulated all the Scientists and employees of DRDO and the Armed Forces for the successful launch of AGNI-4. Sri Avinash Chander, Chief Controller (Missiles & Strategic Systems), DRDO and Programme Director, AGNI, while addressing the Scientists after the launch, called it as a new era in the modern Long Range Navigation System in India. He said, “this test has paved the way ahead for the success of AGNI-5 Mission, which will be launched shortly”.

Smt. Tessy Thomas, Project Director AGNI-4 and her team prepared and integrated the Missile System and launched the Missile successfully. In a jubilant tone she said that the DRDO has produced and proven many new state of the art technologies in the Missile System like Composite Rocket Motors, very high accuracy Ring Laser Gyro based Inertial Navigation System, Micro Navigation System, Digital Controller System and very powerful onboard computer system. The Missile, having capability to carry Strategic Warheads for the Forces, has provided a fantastic deterrence to the country and it will be produced in numbers and delivered to the Armed Forces as early as possible.

17th International Children's Film Festival (ICFF) Commenced in Hyderabad

17th International Children's Film Festival (ICFF) commenced on 14 November 2011 in Hyderabad city. The main festival centre was at Shilparamam, Hyderabad.  Shilparamam is a permanent crafts village that is set amid serene surroundings.

World renowned film makers, actors and directors, along with the movie buffs, are on the list to be covered in ICFF. ICFF is a biennial event which is set to go on till 20 November 2011.

The number of children film entries drawn from about 50 countries went up to a record number of 700, as compared to 300 in 2009. The Screening Committee selected around 150 films for the fest, as compared to 75 in 2009.

The committee effected certain changes in the categorisation this year. There were 15 awards in four competitive categories. The number of entries selected under these categories were International (15 films), India (10 films), Shorts (24 films) and Little Directors (11 films). The 17th ICFF witnessed representation from Africa and South America for the first time.

Stamps on Cloth Released on the Theme Save the Tiger

To commemorate Children's Day celebrations the Department of Post released two special postage stamps on cloth designed by school children on the theme ‘Save the Tiger’ on 14 November 2011. The two stamps were priced at Rs 5 and Rs 20, respectively.

India Post held design a stamp contest on ‘Save the Tiger’ theme at Indipex 2011, to spread awareness on tigers; and on 14 November 2011 the stamps were released.

The stamps were based on designs made by children from various states of India during the contest. Through their paintings the critical areas that caused drastic decline in population of tigers in India were highlighted. This was the first time the Department of Post brought out a stamp on cloth.

Cannes held 6th G20 (Major Economies) Summit

The 6th G20 (Major Economies) summit was held in Cannes, France on 3 and 4 November, 2011 to discuss key issues in the global economy. Eurozone debt crisis dominated the Summit in Cannes. The other issues discussed in the summit were global imbalances, financial transactions tax, tax evasion and reform of the international monetary system.

India stressed on the fact that the era of banking secrecy laws was over, and it was vital to build a consensus on sharing of past banking data as it would help in investigation of earlier cases of tax evasion.

The G20 summit in Cannes finally ended in ominous disarray. The leaders finally were unable to agree upon a boost to the International Monetary Fund (IMF) to help distressed countries. Debt-ridden Italy, was seen as the epicentre of the euro crisis, was forced to put its austerity programme under the fund's control. The UK showed focus on urging its European partners to make progress, and wished to continue support extra cash for the IMF.

Addu Declaration adopted in the 17th SAARC Summit

The 17th SAARC (South Asian Association for Regional Cooperation) Summit (the heads of states) held in Hithadhoo, Addu, Maldives on 10 November and 11 November 2011. A 20-point Addu Declaration was adopted on 11 November 2011 to forge effective cooperation among the member states in a host of areas including economy, connectivity, climate change and food security.

The theme of the 17th SAARC Summit was ‘Building Bridges’. The Summit recognized the importance of bridging differences, creating better understanding and promoting amity and mutually beneficial and comprehensive cooperation in order to promote effective linkages and connectivity for greater movement of people, enhanced investment and trade in the SAARC members region.

FPM - Financial Assistance:
A. Monthly Fellowship
Each student would be given a monthly fellowship of Rs. 12,000/- in first and second year, Rs. 14,000/- in third and fourth year and for extended one year (if applicable) during the program.

This assistance is not available to the sponsored candidates. In case of candidates who will be getting salary from sponsor, if the salary is less than the prescribed monthly fellowship, then the difference can be made good from fellowship provisions.

B. Contingency Grant
The students would also be provided (on reimbursable basis) with a contingency grant up to Rs. 20,000/- per year for all the four years (three years for IIFM graduates) for purchasing relevant books, journals, stationery, computer accessories, academic tour and travels, photocopying expenses etc.

The unspent amount of the contingency grant in any year may be carried forward till the end of the fourth year.

II. Post Graduate Programme in Forestry Management (PGDFM)

PGDFM - Eligibility:Applicants should have at least a three-year bachelor’s degree in any discipline obtained through the 10+2+3 system or an equivalent qualification recognised by the Association of Indian Universities (AIU), with a minimum 50% aggregate marks (45% for SC/ST/DA) or equivalent CGPA.

Candidates appearing for the final year graduation examination are also eligible to apply provided they complete it before June 30, 2012 and fulfill the eligibility criteria as set by IIFM. All applicants desirous of seeking admission in PGDFM at IIFM have to appear for Common Admission Test (CAT) conducted by Indian Institute of Management (IIMs).

Ph.D scholarships 2012-2013

The National Board for Higher Mathematics (NBHM) invites applications for the grant of scholarships to students for pursuing research for a Ph.D. degree in Mathematics


Eligibility
Applicants must be motivated B.A./B.Sc./B.Tech. /B.E./M.A./M.Sc. degree holders or final year students of these degree courses. They must have a good academic record (1st Class or equivalent grade in all years from +2 level to the present.

B.Sc (Honors) students with second class may also apply.


How To Apply
Applications on plain paper should be made in the format given at the end of the advertisement and should be sent in duplicate along with a recent passport size photograph attached to each copy and a self-addressed envelope, affixed with a Rs.5/- postage stamp, to the address as given below for the appropriate zone in which the candidate wishes to appear for the written test.

The envelope containing the application should be superscribed, "NBHM Ph. D. Scholarship".

Applications should NOT be sent to the NBHM office. A candidate may send separate applications independently to more than one zone. However, in general, applications will not be transferred from one zone to another. Names of two centers from the respective zone must be clearly indicated giving the order of preference. A centre of candidates choice will be allotted, as far as possible. If necessary, the zonal coordinator may sometimes allot some other centre close to the indicated alternatives.

The ScholarshipSuccessful candidates will be eligible to receive a scholarship amount of Rs. 16,000/- (Rs Sixteen thousand only) per month for the first and second year and Rs 18,000/-(Rs Eighteen thousands only) per month for subsequent years, a contingency grant of Rs. 20,000/- (Rs. Twenty thousand only) per year and house rent allowance as per central government norms wherever applicable.

The scholarships are normally for a total period of four years, sanctioned for one year at a time and renewable at the end of the year, subject to satisfactory progress. An enhanced amount of scholarship may be offered after evaluation by the board at the end of the second year. If deemed fit, the scholarship may be extended to five years at the discretion of NBHM.

To avail of the scholarship the students have to enroll in an appropriate institution for a Ph.D. degree in mathematics. The scholarship will be paid through the institution they join.

Selection Procedure
A written test will be held based on questions in topics normally covered in Master's degree programmes in mathematics. The test will be for two and half hours and involve questions with short answers. Question papers of some earlier years will be available on the NBHM web page. Selection will be made on the basis of a written test followed by interview of short-listed candidates.

The written test will be held on Saturday, January 28, 2012.

Important Note: The candidates who wish to be considered for Ph.D. programmes in the Institute of Mathematical Sciences (IMSc), Chennai and the Harish-Chandra Research Institute (HRI), Allahabad are required to appear for this written test.
