“Another Planet” Wins the Golden Lamp Tree Award at the Short Film Center Award Ceremony

The film “Another Planet”, directed by Ms. Smita Bhide won the “Golden Lamp Tree Award” (and a cash prize of Rs. 4 lakhs) under the International Competition Section at the closing ceremony of the Short Film Center at the 42nd International Film Festival in Goa. “Another Planet” is the stunning depiction of a contemporary but timeless India that heads as a sweet child and captures the battle between making a choice that saves one life & destroys another.

Mr. Govind Tiwari( Vice President, UB Group) graced the 4th edition of the Short Film Center Award ceremony along with Shri Sanjay Srivastava, Chief Secretray- Government of Goa, Shri Rajeev Verma, Secretary Information & Publicity, Govt of Goa, Shri Manoj Srivastava, CEO, Entertainment Society of Goa and Shri Shankar Mohan, Director-IFFI.

The film focuses on the impact of pesticides and insecticides on human lives. With evocative cinematic techniques, the film has been able to create a moving narrative of the ill effects of modern agricultural practices. Locating the film in the fields of Punjab and the homes of Kerala, the film effectively highlights us the cost paid by young lives in the name of development.

The Short Film Center offered a unique business platform to short film makers, buyers, festival organizers and funding agencies. Run by the Entertainment Society of Goa (ESG), the concept was conceived by CEO of ESG, Mr. Manoj Srivastava. This was first launched during IFFI 2008. Its aim is to develop and promote fresh talent worldwide in the booming short film industry and provide a platform to spread social awareness the world over. Participants have access to the world’s largest database of short and documentary film makers. Funding agencies are also given a platform to reach out to producers and directors so as to effectively present their commissioning requirements directly through a presentation at a very low cost.

Schemes of Nabard for Rural Poor

National Bank for Agriculture and Rural Development (NABARD) has reported that in the Self Help Group (SHG)-Bank Linkage Programmes for Rural Poor household, the saving portion of the groups can be utilized by the rural poor to meet requirements during old age.

Government of India (GoI) has identified the interim Pension Fund Regulatory and Development Authority (PFRDA) as the implementing agency for New Pension System (NPS). To encourage the people from the unorganized sector to voluntarily save for their retirement, Government of India had launched the Co-contributory Pension Scheme called “Swavalamban” during 2010-11, whereby the Government of India would contribute a sum of Rs.1,000 in each NPS account opened with a minimum contribution of Rs.1,000 and maximum contribution of Rs.12,000 per annum. The Scheme is managed by PFRDA. NABARD has decided to support PFRDA through a grant assistance of Rs.50 crore towards promotional and developmental activities for enrolment and contribution collection under Swavalamban Scheme.

Task Force on Reforms in Subsidy Distribution System

The Government has constituted a Task Force on transfer of direct subsidy in the case of Fertilizers, LPG and Kerosene under the Chairmanship of Shri Nandan Nilekani, Chairman, UIDAI on 14th February, 2011. The Task Force has submitted its Interim Report to the Government on 5th July, 2011 and it can be seen the Finance Ministry’s website (www.finmin.nic.in). The Task Force is in the process of having discussions and carrying out pilot studies. The Task Force has recommended a phased approach for the implementation of the transfer of direct subsidy to beneficiary as under:

Phase I: Information visibility about the movement of goods across the fertilizer supply chain, till the last point at the retailer, from whom the farmer buys the fertilizers. This information on availability of the retail point will be made available on transparent public portal.

Phase II: In the Interim Report, it is envisaged that the subsidy will be released to the retailer (last point sale) when he receives the fertilizer. This will involve transfer of subsidies directly to the retailer bank account on receipt of fertilizer from the wholesaler. The advantage of this phase is that fertilizer will more at full value across the supply chain upto the retailer.

Phase III: Transfer of subsidy to intended beneficiaries once the AADHAAR numbers are given to the beneficiaries and AADHAAR enabled payment bridges are in place.

The Task Force is in the process of having discussions and pilot studies. As & when the Task Force submits its final report, the same would be taken up for consideration and implementation by the Government.

Pratibha Patil constituted a Committee to increase the Productivity of Agriculture Sector

President Pratibha Devisingh Patil constituted a 12-member committee to study and recommend measures for increasing productivity, profitability and sustainability of the agriculture sector in India. The committee will work under the Chairmanship of Governor of Punjab and Rajasthan, Shivraj Patil.
The committee will deliberate on the need for formulating requisite policy initiatives and legislative measures and prospects for investment in the agriculture and allied sectors among others. The Committee will also discuss on measures for transfer of innovations and cutting- edge technologies to the farm and allied sectors.
